Community Guidelines

Our guidelines exist to protect property values, maintain neighborhood aesthetics, and ensure Whisper Meadow remains a great place to call home.

A Community We're Proud Of

Whisper Meadow's guidelines are established by the CC&Rs and Rules & Regulations adopted by the HOA board. They apply to all homeowners, residents, and tenants.

These guidelines are not meant to be burdensome — they reflect the shared values of our community. When in doubt, reach out to the board before starting any project or making changes to your property.

Lawn & Landscaping

  • Lawns must be mowed regularly and kept free of weeds, dead grass, and overgrown vegetation.
  • Landscaping changes visible from the street require prior Architectural Review Committee (ARC) approval.
  • Decorative rock, mulch, and drought-tolerant plants are encouraged and generally pre-approved.
  • Tree removal of any tree over 4 inches in diameter requires ARC approval.
  • Holiday lighting may be displayed from November 1 through January 15.

Exterior Modifications

  • All exterior modifications — including paint color changes, additions, fences, and structures — require ARC approval before work begins.
  • Approved paint colors must be consistent with the neighborhood palette. A color guide is available on the Documents page.
  • Fences must not exceed 6 feet in height and must be wood, wrought iron, or an approved composite material.
  • Satellite dishes and solar panels must be installed in locations that minimize street visibility where possible.
  • Temporary structures (tents, canopies) may be used for events but must be removed within 48 hours.

Parking & Vehicles

  • Vehicles must be parked in driveways or garages. Street parking is permitted for guests but not as a primary parking solution.
  • Inoperable, unregistered, or commercial vehicles may not be stored in driveways or on the street.
  • Recreational vehicles, boats, and trailers must be stored in the garage or an approved side/rear yard location.
  • Vehicle repairs that extend beyond 24 hours must be performed in the garage, not in the driveway.

Noise & Nuisance

  • Quiet hours are observed from 10:00 PM to 7:00 AM on weekdays and 11:00 PM to 8:00 AM on weekends.
  • Outdoor music, power tools, and loud equipment should not be used during quiet hours.
  • Residents are responsible for ensuring their guests comply with community noise standards.
  • Burning of trash, leaves, or debris is not permitted within the community.

Pets

  • Pets must be kept on a leash when outside the owner's fenced yard.
  • Pet waste must be collected and disposed of properly. Bags are available at the community park entrance.
  • Excessive barking or other nuisance behavior may result in a violation notice.
  • No more than three domestic pets per household without board approval.

Common Areas & Pool

  • Common areas are for the enjoyment of all residents. Please leave them as you found them.
  • Pool access is limited to residents and their guests. Guests must be accompanied by a resident at all times.
  • No glass containers are permitted in the pool area.
  • Children under 14 must be supervised by an adult in the pool area.
  • Private events in common areas require advance board approval and may require a deposit.

Get the Architectural Review Request form from the Documents page.

Submit Your Request

Complete the form with project details, materials, and dimensions. Submit via the Contact page or drop it in the HOA mailbox.

Board Review

The ARC committee reviews requests within 30 days. You'll receive written approval or feedback.

Begin Your Project

Once approved in writing, you may begin work. Keep your approval letter on file in case of questions.

Violation Process

If a violation is identified, the homeowner will receive a written notice with a description of the issue and a reasonable timeframe to correct it.

Homeowners who believe a violation notice was issued in error may submit a Violation Dispute Form (available on the Documents page) within 15 days of receipt.

Unresolved violations may result in fines as outlined in the Rules & Regulations. The board's goal is always resolution, not punishment.
